An Afternoon Honoring Judge Malcolm Howard

Charleston School of Law and The Citadel are pleased to announce a special joint event celebrating the distinguished service and legacy of The Honorable Judge Malcolm Howard. This occasion will feature reflections from The Honorable Judge Jim Dever, honoring his longtime friend and colleague.

The event will be held on Thursday, February 26, at 4:00 p.m. in the Capers Auditorium on The Citadel campus.  Judge James C. Dever, III, U.S. District Judge for the Eastern District of North Carolina, will deliver the keynote message with special guests Judge Michael Duffy, a member of the Charleston Law Board of Trustees, and Major General Ryan Janovic and Shannon Janovic (Judge Howard’s daughter).

Judge Malcolm Howard

Judge Malcolm Jones Howard (1939–2025) was a distinguished jurist and decorated veteran. Born in Kinston, North Carolina, he graduated from the United States Military Academy at West Point in 1962 and served as a U.S. Army major for a decade, including two tours in Vietnam, where he earned the Silver Star for valor.

After military service, he earned his J.D. from Wake Forest University School of Law in 1970 and served as an Assistant U.S. Attorney and Deputy Special Counsel in the Executive Office of the President.

Appointed by President Ronald Reagan, Judge Howard served on the United States District Court for the Eastern District of North Carolina from 1988, later assuming senior status in 2005. He also served on the Foreign Intelligence Surveillance Court from 2005 to 2012. Known for his integrity and dedication, Judge Howard left a lasting impact on both the legal profession and his community.
